II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope:
Bristol City Council is working to develop a 12 000 capacity entertainment
indoor multipurpose arena for entertainment, cultural and sporting events
facilities and act as the catalyst for the development of the Bristol
Temple Quarter Enterprise Zone (BTQEZ) in terms of spatial planning,
creating jobs and generating economic growth. The Council intends to
appoint a Design and Build contractor to design and construct the arena.
It is expected in that event that the Council’s multi-disciplinary design
team would novate to the Design & Build contractor. Such novation is
likely to take place during RIBA work Stage 3 or 4. The Council requires a
multi-disciplinary design team having architectural and engineering
capabilities as well as capabilities within the arena/performance venue
field and significant knowledge of sustainability and the creation and
development of urban spaces. More specifically, the multi-disciplinary
design team will need to provide the following services: Architecture,
Structure engineering, Building services engineering, Acoustic
engineering, Sustainability engineering, Transport engineering,
Environmental engineering, Fire engineering, Civil engineering, Internal
design, Landscape architecture, Façade engineering, Health and safety
design management, Access consultancy services (including pedestrian flow
modelling), Specialist lighting design, Security and anti-terrorism
design, Information technology engineering, Public art consultancy,
Information management. The Council has approved up to GBP 91m to finance
the project, of which GBP 86m has been allocated to the arena itself
including allowances for fees, contingency, FF&E and inflation.

The authority reserves the right to require grouping consultants to take a
particular form or to require a single consultant to take primary
liability or to require that each consultant undertakes joint or several

are met: In accordance with Regulation 23 of the Public Contracts
Regulations 2006 (as amended) and as set out in the documentation
available from RIBA Competitions. Also; (1) The Council reserves the right
to exclude a Bidder if: (a) the Bidder has not confirmed that Blacklists
are not used by or on behalf of the Bidder; and/or (b) the Council is not
satisfied that the Bidder has demonstrated that adequate measures are in
place to ensure that Blacklists are not used by or on behalf of the
Bidder.(2) The Council reserves the right to exclude a Bidder if the
Council is not satisfied that adequate self-cleaning has been carried out
following: (a) an adverse finding by a court or tribunal or other public
body exercising similar functions regarding the use of a Blacklist by or
on behalf of a Bidder; (b) an admission by the Bidder of the use of a

applicant must provide statement or other documentation showing that the
applicant will be able to take out the required insurances with an
acceptable insurance company that specifically covers this project with a
cover amount of minimum GBP 10 million for each of Public Liability,
Employers Liability Insurance and Professional Indemnity insurance.

Minimum level(s) of standards possibly required:
In accordance with Regulation 25 of the Public Contracts Regulations 2006
(as amended) and as set out in the documentation available from RIBA
Competitions. Also; The applicant must show experience across the
multi-disciplinary design team of working on projects similar to the
Bristol Arena project. A similar project is an arena, large performance
venue (over 5 000 seat capacity) or stadium (over 5 000 seat capacity with
corporate hospitality), constructed within the last ten years and
experience is having either a lead architectural or structural engineering
role on a project similar to the Bristol Arena. The applicant must be able
to show that at least four other named design team personnel having
experience on a project similar to the Bristol Arena from the following
disciplines: architecture, structural engineering, building services
engineering, sustainability engineering and acoustic engineering. If the
applicant is a group of consultants (e.g. a consortium) it is sufficient
that the group as a whole has such experience. Experience that the
applicant’s personnel have from previous employment is considered a part
of the applicant’s experience. Applicants will be required to provide a
satisfactory Equalities policy and a Health & Safety policy. Applicants
will be required to confirm acceptance that Bristol City Council has the
right to utilise any ideas (or part of them) contained within or generated
by the submissions as part of the design, building and/or operation of the
Arena and the entrants shall if so requested by Bristol City Council at
any time execute such documents and perform such acts as may be required
to fully and effectively assure Bristol City Council of such rights.

Objective criteria for choosing the limited number of candidates: The
criteria for the Objective Evaluation of the selection are: (a) Overall
experience and balance of the design team, including proposed key
personnel responsible for delivery of the project and proposed personnel
from the other required design disciplines. References and where
appropriate information provided about disputes will be taken into
account. (b) Evidence of ability to deliver to specification, budget and
programme for projects of similar complexity, size and budget. (c)
Experience of delivering low-energy, sustainable developments, including
designing to meet BREEAM targets.(d) Experience of handling the design and
construction challenges that arenas and large performance venues present.

Terms and method of payment: There is a registration/documentation charge
of GBP 50 (plus VAT). Upon payment of this charge RIBA Competitions will
issue you with a Unique Registration Number (URN) and a word format
version of the pre-qualification questionnaire relating to the project.
Only submissions bearing a URN and accompanied by the PQQ will be
accepted. Registrations can be made online via the website
www.architecture.com/competitions. Please go to the Live Competitions page
where you will be required to sign in to make your payment. If you have
not used the website before, you will need to go through a short sign up
process before proceeding to the payment area. Once your payment has been
processed you will automatically receive confirmation of your
registration. RIBA Competitions will send your unique identification
number and a copy of the PQQ to the email address provided within 2
working days.

VI.3) Additional information
1) Payments to all participants; each team short-listed to proceed to the
design phase of the competition shall receive an honorarium of GBP 20 000
(plus VAT). Payments will be due following submission and presentation of
design proposals at a final interview and shall be made to the lead
consultant of each team. It shall be a condition of entering into the
competition that Bristol City Council has the right to utilise any ideas
(or part of them) contained within or generated by the submissions as part
of the design, building and/or operation of the Arena [and the entrants
shall if so requested by Bristol City Council at any time execute such
documents and perform such acts as may be required to fully and
effectively assure Bristol City Council of such rights] 2) It is intended
that the jury will include, but not be limited to: representatives of
Bristol City Council, industry professionals and the project RIBA Adviser.
The full names of the panel will be included in the invitation to tender
document.3) Applicants who do not submit all of the information asked for
in the PQQ cannot expect to be selected to participate in the design
competition. 4) If an applicant – for the purpose of the assessment of the
applicant’s legal, economic, financial and/or technical capacity and wants
to rely on the capacities/capabilities of other entities (e.g.
sub-consultants), the applicant should explain how the applicant will
secure such resources, (e.g. by producing an undertaking by those entities
to place the necessary resources at the disposal of the applicant).5)
Bristol City Council and RIBA require applicants to provide Bristol City
Council and RIBA with an e-mail address to which messages and information
regarding the competition can be sent to. 6) The deadline set out in
IV.3.4 is the deadline for receipt of applications to participate in the
design competition. The deadline for receipt of design proposals from the
selected participants will be set out in the Invitation To Tender
